I recollect aright advanced by him in our conversation with
Mr. Stubbs, and I understood that it had not been disputed.
Acting upon it I had it in mind to appoint Mr. E. R. Hallifax
to act as Deputy Superintendent of Police during the time that
Captain Lyons acts for Mr. Badeley. and in my Despatch 56 of
10th. of last February, I recommended his permanent appointment
to the post on the retirement of Captain Lyons at the end of
the year, when Mr. Badeley returns to Hongkong. I detailed in
my Despatch the very specially strong claims which Mr. Hallifax
has for the appointment, and I am of opinion that in the
interests of the Public Service it is the best appointment
which could be made, more especially in view of the efforts I
am now making to introduce effective measures for the suppress-
-ion of crime.
I trust therefore that the terms of
paragraph 8 of your Despatch do not preclude the appointment of
Mr. Hallifax, and I request your instructions in view of what I
have written, whether the Senior Police Appointments should not
remain open to Cadets who joined prior to the inauguration of
the Police Probationer System. I may add that on page 191 of
the Hongkong Civil List for 1911 an asterisk has been placed
against the appointments of Captain Superintendent of Police,
